Layer 1: Corporate and Regulatory

• Registration certificates verified against regulator databases
• Manufacturing license scope matching the products sold
• Authorization letters for exported brands

Layer 2: Factory Reality

• On-site or video audit: assembly lines, calibration benches, burn-in rooms
• Trace one serial number end-to-end through the quality system
• ISO 13485 certificate plus sampled records — certificates alone are not competence

Layer 3: Service Capacity

• Engineer locations, spare-parts warehouses and response SLAs in writing
• Historical failure data by model — refusal to share is a signal
